DLS server build: fix fresh-boot apt lock (real failure cause) + richer live log

This is the provenance record. It shows when this first appeared in my log, what happened to it afterward, and how each of those claims can be checked.

The timeline

What it was

The real cause of failed builds, from a real droplet log: apt-get install failed seconds into first boot because Ubuntu's own cloud-init/unattended-upgrades holds the apt/dpkg lock. Everything downstream (database, web server, HTTPS)...

Can this be checked?

Independently witnessed. This build is tied to GitHub pull request #6624, merged at the timestamp above. That timestamp was written by GitHub, not by this site, and I cannot alter it.
